Receipts and Expenditures – Revenues and Spending – Cuts and Rises

The debt ceiling, the debate, the deal, the debate and then the deal again.  The downgrade, the market down and up and then down again.

Obama’s economy.

The deficit panel.  Compromise.  Revenues and cuts.

It’s all there.  And America wants a compromise.  But before that, I wanna define two things:

When revenues do this:

  • 2010 – $2,162.7
  • 2011 – $2,173.7
  • 2012 – $2,627.4

That is called a RISE in revenues.

When expenditures do this:

  • 2010 – $3,456.2
  • 2011 – $3,818.8
  • 2012 – $3,728.7

That is called a RISE in spending.

Regrding the revenues, it doesn’t matter if you cut taxes, raise taxes or do nothing with taxes.  If you take in more money next year than this year, that is rising revenues.

Regarding spending, it doesn’t matter if you “say” your gonna spend an extra $10 bucks but then only spend $5 of those 10, you are STILL increasing spending.

  1. Won’t rehash yesterday’s argument on your site as well, but I think you’ve selectively picked your numbers above and that it presents a misleading picture.

Also, curious what you think about this http://thinkprogress.org/yglesias/2011/08/11/293354/recent-decline-in-statelocal-tax-revenue-was-the-worst-ever/

To be sure I didn’t include the numbers that described our finances during the recession. However, if you look at all years not impacted by recessions, wars or terrorist attacks, the picture is very much the same. That is, year over year revenue increases. And when we DO have revenue increases, they are much larger than the 7% I claim. The 7% number includes the years where we see revenues shrink.

If anything, picking numbers during recession years is being selective.

Lemme look at the story you sent after I hit this meeting…..

I’f I’m reading this correctly, not even once since 1940 has state and local receipts fallen. Even at the worst of the most recent recession, receipts increased by .5% to 1%. Right?

  2. Well increasing revenue is flat in 2010 and 2011 (and down from earlier). 2012 is still in the future. Spending is increasing (though the future projection shows a cut from 2011 to 2012). With that gap between receipts and spending, though, you need to move both of them together to have a chance to balance. Just cuts or just taxes wouldn’t work (and isn’t politically feasible).

You are right of course. However, I might be correct in claiming that thos revenues are down due to the recession.
